(Extract of the statement made as a candidate for membership of the IOP Council elections in 2022)

Felix Nwankwo Chinemelu Oragwu, FSAN, M Inst P, C Phys (IOP) London, throughout his illustrious career has been engaged at various levels, at the forefront for development of technology in developing countries in Sub-Saharan Africa and around the world.

  • Felix Nwankwo Chinemelu Oragwu, has his Good Honors Degree in Physics in 1962, at the University of Glasgow in Scotland, of UK of Great Britain of England, Scotland, Wales, and Northern Ireland, and became a full Member of the Institute of Physics London in 1971,
  • Postgraduate Master’s Research Degree in Nuclear Physics at the School of Graduate Studies of the University of Toronto in Canada, and Post Graduate PhD Research Degree, also in Nuclear Physics, at the University of Manchester in England. In each of these Universities he served as a Part time Teaching Assistant to Undergraduate Students in Physics,  
  • Lecturer Grade One in Physics, at the University of Nigeria, Nsukka (UNN) from 1960s, just before the Nigeria-Biafra Civil War of 1967-1970,
  • Head of Research and Technology Development Planning Division / Coordinator of the Technological Services of the now defunct State of Biafra, of Nigeria, 1967-1970,
  • Chief Scientist (Equivalent to University Associate Professor) to the Nigerian Council for Science and Technology (NCST) in the Nigeria Administration Federal Cabinet Office, Lagos. from 1974- 1976,
  • Pioneer Director (Full Professor Equivalent) at Nigerian National Science and Technology Development Agency (NSTDA) from 1977-1979,
  • Pioneer Director in Charge of the Department of Science and Technology Policy, Planning and Development (DPPD) of the Nigeria’s Federal Ministry of Science and Technology (FMST) from 1979-1987,
  • Pioneer Member of the Boards of the Governing Councils of the first Federal Universities of Technology (FUT), in Nigeria, namely (FUT) Owerri, Imo State of Nigeria, 1982-1983, FUT Makurdi, Benue State of Nigeria, 1982-1983, and FUT Abeokuta, Ogun State of Nigeria, 1983,
  • Lead Africa’s Spokes Person at the Tripartite UNCTAD, Geneva, Conference, dealing with the Transfer of Technology to Developing Countries of Africa, Asia, and Latin America, namely, (i) the Group of 77 Developing Countries of Africa, Asia, and Latin America, led by Nigeria, India, and Brazil respectively (ii) the Western Capitalist Nations of USA, UK of Great Britain, Canada, etc.  led by USA, and (III) the Socialist/ Communist Nations of USSR, led by the Russian Federation, respectively, and the Peoples Republic of China (PRC) was non- aligned, during the UNCTAD Negotiations in Geneva, dealing with Technology Transfer to Developing Countries of Africa, Asia, and Latin America, led respectively by Nigeria (for Africa), India (for Asia,) and Brazil (for Latin America), respectively, from 1976-1982,
  • Chairman of the United Nations Intergovernmental Committee (UNIGC) Conference, on Science and Technology for Development in Developing Countries of Africa, Asia, and Latin America, which took place in New York, USA, in August 1987
  • Chairman of the 5 Man Committee set up by United Nations Economic Commission for Africa (UNECA) Addis Ababa, Ethiopia, for the Rationalization  of the  UNECA Technology  Development Centers in Africa,  namely (1) African Regional Centre for Engineering Design and Manufacture, located in Nigeria, (2) African Regional Centre for Technology Innovation, located in Senegal, (3) African Regional Organization for Industrial Products Standardization (ARSO), located in Nairobi, Kenya, (4) African Regional  Industrial Property Organization (ARIPO) located in Zimbabwe , (5) African Regional Centre for Solar Energy Development, located in Burundi, and (6) African Regional Institute for Higher Technical Education, Skills Training / Development, located in Nairobi, Kenya. All these Regional Centers are geared for the acceleration of Technology production and Industrialization in Africa, South of Sahara.
  • Technology Development Consultant, to institutions looking to develop technological capacity in developing countries. This included work with following institutions.
    • United Nations Economic Council for Africa (UNECA), Addis Ababa, Ethiopia,
    • United Nations Development Program for Africa (UNDP), located in Nigeria,
    • Consultant for the  the Consultancy Assignment for which was given to him by the
    • United Nations Industrial Development Organizations (UNIDO) Vienna, for the reorganization, and strengthening the Technology Centre, Khartoum, capacity to serve Sudanese Industrial Economy,
    • British Commonwealth Science Council, (CSC) London, to enable CSC London  provide Technical Capacity building Assistance to St Lucia, a small Island Nation in the West Indies
  • Published books on the Role of modern Technology in the Industrialization of the World Global Economy, with particular Reference to Nigeria / Africa, South of Sahara Desert, including
    • Technology and Wealth of Nations, African Experience, 1899-2021, launched in Nigeria’s Capital, Abuja, on 02 Sept 2021, which provides a functional blueprint for economic development, policy planners, the Science, Engineering and Technology Community.
    • Scientific and Technological Innovations in Biafra, The Ogbunigwe Technology Fame, written in 1978, following the end of Nigeria Civil War, of 1967-1970,
  • Served the Federal Government of Nigeria, from Director (Equivalent to University Professor on Nigeria’s Salary Scale GL 16), for 10 Years), to a higher Salary Grade Level GL 17, on *Special Merit* in 1986, a Salary Level Grade, then reserved specifically for the Nigerian Government Administrative Federal Permanent Secretaries), before he bowed out with a Meritorious Retirement, from the Nigeria Federal Public Service in 1987, and.  
  • Fellow of Science Association of Nigeria (FSAN), Member of the Institute of Physics, (M Inst P), IOP, London, Chartered Physicist (C Phys) of the Institute of Physics (IOP) London, UK of Great Britain. from 1971, and a a candidate for the election into the Membership of the Council of Trustees of the Institute of the Institute of Physics, IOP London, which is the Governing Board of IOP, London
